Atal Innovation Mission
The Atal Innovation Mission (AIM) is a flagship initiative of the Government of India, launched in 2015 to promote innovation and entrepreneurship among students, start-ups, and small businesses. It aims to foster a culture of innovation and entrepreneurship in the country, with a focus on developing solutions for societal and environmental challenges. AIM has established over 3,000 Atal Tinkering Labs in schools across India.
Atal Innovation Mission (AIM) is a flagship programme of the Government of India, administered by NITI Aayog, that seeks to embed a systematic culture of innovation, creativity and entrepreneurship across the nation’s education system and nascent business ecosystem. Launched by Prime Minister Narendra Modi on 1 January 2016, AIM uniquely combines school‑level makerspaces, start‑up incubation hubs and community‑innovation centres under a single, centrally‑funded framework, aiming to translate curiosity into market‑ready solutions for societal challenges. ## Origins and Institutional Framework The idea for AIM emerged from the 2015 “National Innovation Council” report, which warned that India’s R&D intensity lagged behind peer economies. In response, the Ministry of Education and the Ministry of Commerce jointly endorsed the mission, delegating operational control to NITI Aayog’s Innovation and Entrepreneurship Division. A steering committee chaired by the Prime Minister’s Office and co‑chaired by the NITI Aayog Vice‑Chairman oversees policy direction, while a dedicated secretariat manages day‑to‑day implementation. Initial budgetary allocation amounted to ₹500 crore for the 2016‑17 fiscal year, reflecting the government’s commitment to scale up hands‑on learning. The allocation was subsequently raised to ₹1,500 crore for 2020‑21, enabling a rapid expansion of infrastructure and grant programmes. Legal backing comes from the “Atal Innovation Mission (Establishment) Act, 2015,” which codifies the mission’s objectives, funding mechanisms and reporting requirements. ## Operational Mechanisms AIM operates through a three‑tier model: Atal Tinkering Labs (ATLs) in schools, Atal Incubation Centres (AICs) for start‑ups, and Atal Community Innovation Centres (ACICs) for micro, small and medium enterprises (MSMEs). Each ATL receives up to ₹20 lakh for equipment such as 3‑D printers, robotics kits, micro‑controllers and sensor arrays, and is staffed by a trained “Innovation Facilitator.” AICs are granted up to ₹2 crore in capital, plus seed funding of ₹10‑₹25 lakh per start‑up, with equity‑share options ranging from 5 % to 10 % for successful ventures. ACICs obtain grants of up to ₹10 lakh to provide prototyping, testing and market‑linkage services to local entrepreneurs. Funding is disbursed through a competitive grant‑in‑aid process overseen by an independent technical committee. Projects are evaluated on criteria such as scalability, societal impact, and alignment with national priorities like “Make in India” and “Digital India.” Regular audits and a public dashboard ensure transparency, while quarterly progress reports feed into NITI Aayog’s annual innovation index. ## Major Components The ATL network targets primary and secondary schools, with a stated goal of establishing labs in 20 000 institutions by 2025. As of March 2023, more than 4 000 ATLs were operational in over 20 000 schools, reaching an estimated 1.2 million students. AICs have been set up in 100 + academic and research institutions, including IIT Bombay, IISc Bangalore and Anna University, creating a pipeline that bridges academic research and commercialisation. ACICs, numbering around 50, are strategically located in Tier‑2 and Tier‑3 cities to stimulate regional MSME innovation clusters. Complementary programmes such as the “Atal New India Challenge” provide additional prize money of up to ₹10 lakh for student‑led projects that address Sustainable Development Goals. The mission also collaborates with industry partners—Microsoft, Bosch and Tata Group among them—to supply software licences, mentorship and market access. ## Current Reach and Impact By the end of FY 2022‑23, AIM had facilitated the creation of over 1 500 start‑ups, collectively raising more than ₹3 billion in private venture capital. Survey data from the Ministry of Education indicate that 68 % of ATL participants report increased interest in STEM subjects, while 22 % of surveyed students have filed at least one patent application. ACIC‑supported MSMEs have reported an average revenue growth of 27 % within two years of receiving assistance, underscoring the mission’s role in regional economic uplift. The programme’s digital platform, “Innovation Hub,” hosts over 250 000 registered users, offering MOOCs, mentorship matching and a repository of open‑source project templates. Real‑time analytics from the platform guide policy tweaks, such as reallocating funds toward robotics kits after a 15 % surge in related project submissions in 2022. ## Significance and Outlook AIM represents a systemic attempt to shift India’s innovation paradigm from ad‑hoc competitions to sustained ecosystem building. By integrating early‑stage curiosity with later‑stage commercial support, the mission aligns with global best practices while tailoring interventions to India’s demographic scale and diversity. Its
