Basic Exchange and Cooperation Agreement for Geospatial Intelligence (BECA) is a bilateral pact that institutionalises the sharing of satellite‑derived imagery, mapping data and related analytical products between the United States and India. Signed on 1 October 2020 in Washington, D.C., the agreement grants India access to a portion of the United States’ extensive geospatial intelligence (GEOINT) portfolio—ranging from high‑resolution optical imagery to terrain‑analysis overlays—while obliging both parties to safeguard sources, methods and classified content. BECA is the latest tier in a series of “2 + 2” security accords that bind the two democracies, and it marks the first formal U.S. commitment to provide a partner nation with systematic GEOINT support for defence and strategic planning.

Origins and Negotiation

The groundwork for BECA was laid by earlier logistics and communications pacts: the Logistics Support Agreement (2016) and the Communications Compatibility and Security Agreement (COMCASA, 2018). Recognising the growing importance of space‑based situational awareness in the Indo‑Pacific, senior officials from both capitals accelerated talks in early 2020. The agreement was signed by U.S. Deputy Secretary of State Wendy Sherman and Indian Defence Minister Rajnath Singh, reflecting a convergence of diplomatic and defence priorities. Ratification by the U.S. Senate and India’s Ministry of Defence concluded in mid‑2022, allowing the pact to enter into force on 1 October 2022.

Mechanism and Key Provisions

BECA is structured around five articles that delineate scope, protection, use, review and termination. Article I defines the categories of GEOINT to be exchanged—unclassified, limited‑distribution and certain classified products—including optical, radar and hyperspectral imagery, as well as derived geospatial layers such as digital elevation models. Article II mandates strict handling procedures, requiring recipients to employ the United States’ “Controlled Unclassified Information” (CUI) framework and to obtain prior consent before any further dissemination. Article III limits usage to defence, security and disaster‑relief operations, expressly prohibiting commercial exploitation. Article IV establishes a biennial joint review mechanism overseen by the U.S. Defense Intelligence Agency and India’s Defence Intelligence Agency (DIA) in coordination with the National Technical Research Organisation (NTRO). Article V provides a 30‑day notice clause for termination, ensuring that either side can withdraw without jeopardising ongoing operations.

Operationally, the United States leverages its constellation of more than 30 imaging satellites—both government‑owned and commercial—to generate millions of images annually, a fraction of which are earmarked for Indian analysts. Data are transmitted through encrypted channels to India’s Integrated GEOINT Hub in New Delhi, where the Indian Army, Navy and Air Force integrate the inputs with indigenous satellite assets such as ISRO’s Cartosat‑2 series.

India’s Journey and Implementation

India’s own GEOINT capability has expanded rapidly since the launch of Cartosat‑1 in 2005, with the Cartosat‑3 satellite delivering sub‑meter resolution imagery as of 2019. Nevertheless, gaps in temporal coverage and processing capacity persisted, especially for maritime domain awareness across the vast Indian Ocean Region. BECA’s activation in 2022 enabled the Indian Ministry of Defence to receive over 4,000 imagery products in the first twelve months, supporting naval patrol planning and border‑area monitoring. The NTRO has incorporated U.S. data into its “Geospatial Intelligence Fusion Centre,” enhancing early‑warning alerts for natural disasters such as the 2023 Kerala floods. Parallel capacity‑building workshops, jointly conducted by the Defense Intelligence Agency and India’s Defence Research and Development Organisation, have upgraded Indian analysts’ proficiency in advanced geospatial analytics.

International Context

While the United States maintains similar data‑sharing arrangements with Japan (the U.S.–Japan Defense Technology Security Agreement, 2020) and Australia (the 2021 Australia–U.S. Force Posture Agreement), BECA is distinctive for its exclusive focus on GEOINT. Japan’s pact bundles broader technology transfers, whereas Australia’s agreement centres on joint exercises and basing rights. The specificity of BECA—limited to satellite‑derived intelligence—allows for a more granular control regime and a faster exchange cadence, positioning India as the first South Asian partner to receive systematic U.S. GEOINT support.
