BharatNet

BharatNet, officially the National Optical Fibre Network (NOFN) re‑branded in 2015, is India’s flagship programme to lay a 450,000‑kilometre backbone of optical fibre that reaches every gram panchayat—the lowest tier of rural local government—across the country’s 250,000 villages. Historical Background

The concept of a nationwide rural fibre grid emerged in the 2009‑10 Union Budget, where the Ministry of Communications earmarked Rs 1,500 crore for a “National Optical Fibre Network” to bridge the urban‑rural digital divide. The scheme was formally launched on 28 February 2011 by then‑Prime Minister Manmohan Singh, under the banner NOFN, with an initial target of connecting 100,000 gram panchayats by 2017. In 2015, the programme was renamed BharatNet to underscore its ambition of “digital India for all”, and the scope was expanded to cover the remaining 150,000 panchayats, pushing the ultimate deadline to 2025.

Architecture and Implementation Mechanism

BharatNet’s technical design follows a hierarchical fibre topology: a national backbone of 4,000 km of submarine and terrestrial fibre links interconnects 12 regional hubs, each hub feeds a state‑level ring of 30,000 km, and the state rings cascade into district‑level rings of roughly 5,000 km. From district rings, “last‑mile” fibre drops of 1–2 km are laid to the Panchayat Office (PO) of each village, where a PoP (Point of Presence) router aggregates traffic. The network uses DWDM (Dense Wavelength Division Multiplexing) to multiplex up to 80 Gbps per fibre pair, enabling future‑proof scalability. Bharat Broadband Network Limited (BBNL), a special‑purpose vehicle under the Ministry of Communications, contracts private EPC (Engineering‑Procurement‑Construction) firms for civil works, while the Department of Telecommunications (DoT) oversees spectrum allocation for the accompanying wireless backhaul where terrain precludes fibre.

Phases, Funding and Governance

Phase I, approved in 2013, covered the first 100,000 km and targeted 100,000 gram panchayats. The central government contributed 60 % of the Rs 30,000‑crore cost, with the remaining 40 % supplied by state governments through matching grants. Phase I reached operational readiness for 70,000 panchayats by March 2020, and a formal hand‑over to state telecom utilities was completed in December 2020. Phase II, launched in 2020, expands the network by an additional 350,000 km to the remaining 150,000 panchayats, with a projected outlay of Rs 1.2 lakh crore fully funded by the centre. BBNL reports that as of March 2024, 150,000 villages—about 60 % of the target—have active PoPs, and 120,000 of those are delivering broadband services at ≥100 Mbps.

Current Status and Impact

By early 2024, the Ministry of Health and Family Welfare had piloted tele‑medicine hubs in 45,000 villages, enabling remote specialist consultations that reduced average patient travel distance by 78 km. The Ministry of Education’s “Digital Classroom” initiative reports that 32 million students in 70,000 schools now access live curricula via BharatNet‑enabled Wi‑Fi. Agricultural extension services, delivered through the e‑Krishi portal, have recorded a 12 % increase in yield for wheat growers in Punjab who use real‑time weather and market data streamed over the network. Financial inclusion metrics show that 18 million new Jan Dhan accounts were opened in villages that gained broadband access between 2021 and 2023, underscoring the network’s role in linking the unbanked to digital payment ecosystems.

Significance and International Context

Its emphasis on a government‑owned fibre backbone, rather than reliance on commercial ISPs alone, reflects a policy choice to treat connectivity as a public utility essential for socioeconomic equity.
