The Bhutan Early Warning System (BEWS) is a network of hydrological and meteorological monitoring stations that provides real-time data on river flow, rainfall, and landslide risk across the kingdom. Origins / Historical Background

BEWS emerged from Bhutan’s vulnerability to glacial lake outburst floods (GLOFs), which devastated the Punakha-Wangdue valley in 1994, killing 21 people and destroying critical infrastructure. In response, the Royal Government of Bhutan, with support from the World Bank and UNDP, launched the system in 2014 under the Climate Resilience Enhancement for the Himalayan Region project. The 2022 Punatsangchhu River evacuation—triggered by BEWS after a sudden 3.2-meter water level surge—demonstrated its life-saving potential, prompting a 2023 expansion to cover all major river basins.

How It Works / Mechanism

The system relies on a three-tiered architecture: upstream sensors (rain gauges, water level meters, and seismic monitors), a central data hub in Thimphu managed by the Department of Hydromet Services, and downstream alert dissemination via SMS, sirens, and community loudspeakers. Data from stations like the one at Punatsangchhu’s 2,100-meter elevation threshold is cross-validated with satellite imagery from NASA’s GLOF Monitoring Program to distinguish between rainfall-induced floods and GLOFs. Alerts are categorized into Green (normal), Yellow (watch), and Red (immediate evacuation), with the latter triggering pre-positioned rescue boats and stockpiles in high-risk dzongkhags (districts).
