Good Agricultural Practices (GAP) constitute a codified set of farmâlevel procedures that aim to produce safe, highâquality food while preserving natural resources. The framework originated from the Food and Agriculture Organizationâs âGood Agricultural Practicesâ manual published in 2009 and has since been incorporated into more than 100 national standards bodies, including the United States Department of Agriculture (USDA) and the European Unionâs Common Agricultural Policy. What distinguishes GAP from generic farm management is its explicit focus on traceability, pesticideâresidue limits, and quantifiable environmentalâimpact metrics that are verified by accredited thirdâparty auditors. ## Origins and International Framework The first global articulation of GAP appeared in the FAOâs 2009 guidelines, which defined 12 core principles ranging from soil health to worker safety and were subsequently embedded in the Codex Alimentarius Commissionâs âGuidelines on Good Agricultural Practicesâ (CAC/GL 71â2009). In 1998 the European EurepGAP programme was rebranded as GlobalGAP, creating a voluntary certification scheme that by 2023 covered roughly 70 000 farms across 100 countries. The World Trade Organizationâs Agreement on the Application of Sanitary and Phytosanitary Measures (SPS Agreement, 1995) later referenced GAP as an acceptable means for meeting importâhealth requirements, prompting many trading partners to demand GAP compliance for fresh produce. ## How GAP Works: Core Components Soil management under GAP mandates a minimum of 30 % organicâmatter addition per hectare annually, as recommended by the International Plant Nutrition Institute, and requires a documented cropârotation schedule that includes at least one nonâleguminous break every three years to disrupt pest cycles. Water stewardship is quantified through a âwaterâuse efficiencyâ target of 1.5 mÂł per kilogram of harvested fruit, a benchmark set by the International Water Management Institute for highâvalue horticulture. Integrated Pest Management (IPM) under GAP obliges growers to record pesticide applications in a logbook, keep the preâharvest interval (PHI) at least 48 hours for most insecticides, and limit total active ingredient use to 0.5 kg per hectare per season, figures derived from the 2020 FAO pesticideâreduction study. Worker health and safety are addressed by mandating personal protective equipment for all pesticide handlers and by requiring annual occupationalâhealth training certified by the International Labour Organization. ## Indiaâs GAP Evolution The Ministry of Agriculture & Farmersâ Welfare released the âNational Good Agricultural Practicesâ guidelines on 12 January 2015, aligning Indian standards with GlobalGAP and assigning the Agricultural and Processed Food Products Export Development Authority (APEDA) as the nodal agency for exportâoriented certification. The Food Safety and Standards Authority of India (FSSAI) incorporated GAP clauses into the Food Safety and Standards (Licensing and Registration of Food Businesses) Regulations, 2020, making GAP compliance a prerequisite for obtaining a âFood Business Operatorâ licence for fresh produce. By the fiscal year 2022â23, APEDA reported that 2.5 million tonnes of Indian fruits and vegetablesârepresenting 70 % of total freshâproduce exportsâwere shipped with GAP certification, a rise from 45 % in 2018. State governments such as Maharashtra and Karnataka have launched subsidy schemes covering up to 40 % of GAPâaudit fees for smallholder farms, a policy announced by Maharashtraâs Agriculture Minister Dadaji Bhuse in August 2022. ## Global Adoption and Certification GlobalGAP, the most widely recognised GAP scheme, issued 12 500 new certificates in 2023, with Brazil, Kenya, and the United States accounting for the three largest increases in certified acreage. In the United States, the USDAâs âGAP Auditing Servicesâ program, launched in 1995, has audited more than 1 200 processing facilities and 3 500 farms, providing a âGAP Certifiedâ seal that is required for entry into the USDA Fresh Fruit and Vegetable Program. The European Unionâs âFarm to Forkâ strategy, adopted in 2020, explicitly cites GAP as a tool for achieving the 2030 target of reducing pesticide use by 50 %, and the Japanese Ministry of Agriculture, Forestry and Fisheries mandates that all imports of fresh strawberries meet the Japan Agricultural Standards (JAS) GAP criteria, a rule enforced since 2018. ## Significance for Food Safety and Sustainability A 2020 FAO metaâanalysis of 84 field trials found that GAPâcompliant farms reduced pesticide residues on produce by an average of 28 % and lowered nitrate leaching by 22 % compared with conventional practices.
