The Justice B.N. Srikrishna Committee, set up in 2007, examined the division of powers between India’s Union and states. Its 2008 report urged a constitutional amendment to add a fourth tier of local government. One concrete outcome was the recommendation to create a National Development Council, which sparked parliamentary debate.
