National Mission for Sustaining the Himalayan Ecosystem (NMSHE) is a flagship programme of the Government of India that coordinates climate‑change mitigation, biodiversity conservation and sustainable‑livelihood actions across the Himalayan range. Conceived as one of the eight missions of the National Action Plan on Climate Change (NAPCC), it uniquely integrates scientific monitoring of glaciers, community‑based forest management and trans‑state policy harmonisation to safeguard a region that supplies water to over 300 million people and harbours more than 10 % of the nation’s species.

The mission was formally launched on 23 January 2010 by the Ministry of Environment, Forest and Climate Change (MoEFCC) in response to the 2008 Inter‑Governmental Panel on Climate Change (IPCC) report that warned of accelerated glacial melt in the Himalayas. Its inception followed the 2002 National Climate Change Policy, which identified the Himalayas as a “climatic hotspot” and called for a dedicated institutional mechanism. The NMSHE was embedded in the NAPCC through the Ministry of Environment’s circular No ME‑2010/12, making it the fifth mission among the eight climate‑action pillars.
How It Works / Mechanism
Implementation rests on a three‑tiered structure: a central steering committee chaired by the MoEFCC Secretary, state‑level Himalayan Conservation Action Committees (HCACs) in Jammu & Kashmir, Himachal Pradesh, Uttarakhand, Sikkim and Arunachal Pradesh, and a network of research institutions such as the Indian Institute of Remote Sensing (IIRS) and the Centre for Himalayan Studies. Funding is channelled through the Himalayan Ecosystem Conservation Fund, which allocates Rs 500 crore for the 2010‑2015 phase and has been replenished by an additional Rs 300 crore in the 2016‑2022 cycle. Project proposals—ranging from glacier‑mass balance monitoring to community‑managed medicinal‑plant nurseries—are evaluated on criteria of climate‑resilience, biodiversity impact and livelihood enhancement before receiving grants.

The mission’s statutory framework, outlined in MoEFCC Gazette Notification No 12/2010‑E, mandates: (i) the preparation of a State‑wise Himalayan Ecosystem Management Plan every five years; (ii) the establishment of a Himalayan Climate Change Research Centre at IIRS, New Delhi, tasked with satellite‑based glacier mapping and early‑warning systems for glacial lake outburst floods; (iii) the creation of a biodiversity corridor network covering 12 % of the Himalayan forest cover to facilitate species migration; and (iv) the integration of traditional knowledge through the “Pahari‑Sanjhi” community‑participation scheme, which funds 2 % of each project’s budget for local stewardship. Compliance is monitored by an independent audit panel chaired by a senior officer of the Comptroller and Auditor General (CAG).
Current Status / Implementation
As of March 2023, the mission had approved 115 projects with cumulative outlays of approximately Rs 1,200 crore, benefitting over 2 million households in the Himalayan states. Notable achievements include the installation of 48 automated weather stations on the Sikkim‑Tibet border, the successful restoration of 7,500 hectares of degraded alpine meadow, and the launch of the “Glacier Watch” mobile app that provides real‑time melt‑rate data to researchers and disaster‑management agencies. The 2022‑2027 work plan expands the focus to climate‑smart agriculture in high‑altitude valleys, targeting a 15 % increase in crop yield while reducing water use by 20 % through drip‑irrigation pilots in Ladakh and Lahaul‑Spiti.
Significance
The Himalayas feed the Ganga, Indus, Brahmaputra and several smaller river systems, making NMSHE critical for India’s water security, hydro‑electric potential and downstream flood mitigation. Scientific assessments by the Ministry of Earth Sciences estimate that glacier volume in the Indian Himalaya has receded by roughly 30 % since the 1970s, a trend that threatens seasonal river flows and amplifies the risk of glacial lake outburst floods.
