The Nuclear Suppliers Group (NSG) is a multilateral export‑control regime that seeks to prevent the proliferation of nuclear weapons by regulating the transfer of materials, equipment and technology that can be used for nuclear fuel cycle activities. Established in the aftermath of India’s 1974 nuclear test, the NSG’s unique authority lies in its consensus‑based “guidelines” and a “trigger list” of controlled items, which together shape the terms on which virtually all civilian nuclear trade is conducted worldwide. ## Origins and Historical Development The NSG was created in 1975 when seven nuclear‑exporting countries—Australia, Canada, France, West Germany, Japan, the United Kingdom and the United States—met in London to devise a coordinated response to the “peaceful nuclear explosion” conducted by India in 1974. Membership growth has been driven by the need to close loopholes in the global supply chain; each new entrant must demonstrate a national legal framework that enforces the NSG’s guidelines and adheres to International Atomic Energy Agency (IAEA) safeguards. ## Operational Mechanism and Guidelines The NSG operates through a set of guidelines that define which items are subject to control, the conditions under which they may be exported, and the verification mechanisms required of recipient states. The guidelines are updated periodically—most recently in 2022—to incorporate advances in enrichment, re‑processing and laser‑based isotope separation technologies. All decisions, including revisions to the guidelines or the trigger list, require unanimity among members, ensuring that no single country can unilaterally alter the regime’s scope. Central to the mechanism is the “trigger list,” a catalogue of roughly 70 dual‑use items whose export triggers a mandatory review for nuclear‑related end‑uses. The list covers high‑enriched uranium (HEU) production equipment, centrifuge components, and sophisticated computer‑controlled machining tools. Export licences are granted only after the importing party demonstrates compliance with IAEA safeguards, and the exporting member must retain records for at least ten years to enable post‑shipment verification. ## Key Provisions and Control Lists Article 1 of the NSG Guidelines obliges members to deny export of any item on the trigger list to a non‑NPT (Non‑Proliferation Treaty) state unless a specific waiver is granted. In 2008, the Group granted a one‑time waiver that allowed India to import nuclear fuel and technology for its civilian reactors, provided it placed its civilian facilities under IAEA safeguards while retaining strategic autonomy over its military programme. Full membership was achieved at the 2016 NSG summit in New Delhi, after a concerted diplomatic campaign led by the United States, France and the United Kingdom.
