About — People’s Plan Campaign
The People’s Plan Campaign was a pioneering decentralisation drive launched in Kerala in the mid‑1990s that tasked village panchayats with preparing and implementing local development plans. It demonstrated the feasibility of grassroots budgeting, influencing later national reforms, and resulted in more than 12,000 gram panchayats drafting plans worth roughly ₹2 trillion during 1996‑2001.
