On August 31, the AICTE directed all approved government engineering colleges, polytechnics, university departments, and technical and management institutes to submit detailed infrastructure data by September 15, covering computing capacity, internet bandwidth, power backup, and physical layout.

The urgency is rooted in a scandal: nearly 22 lakh students appeared for NEET-UG 2026 in pen-and-paper mode, and the exam had to be re-conducted after a paper leak — a crisis that triggered widespread protests and the resignation of Union Education Minister Dharmendra Pradhan. The shift to CBT is the Centre's structural answer to a question that has haunted Indian standardised testing for years: how do you secure a physical piece of paper that determines the futures of over two crore aspirants cumulatively across national exams?

The plan involves creating Standard Testing Centres (STCs) — a wider, highly secure, and geographically distributed network of testing hubs inside government-owned institutions. The AICTE circular specifies that only government and approved institutes need to respond; private colleges are excluded from this mapping exercise. Institutes must report their total computer lab count, computing node capacity, processor specifications, the number of functional nodes available, primary internet service provider, connection type, speed in Mbps, and whether the line is dedicated or shared.

The logic of choosing government institutions is straightforward: they are publicly accountable, spread across districts (unlike private exam centres concentrated in cities), and less vulnerable to the commercial pressures that have historically made private test centres susceptible to leaks. Using government campuses also aligns with the broader push for cooperative federalism — where the Centre collaborates with state-funded institutions rather than outsourcing critical public examination infrastructure to private operators.

This granular approach reflects lessons from past CBT failures — server crashes, biometric mismatches, and grid failures have marred exams like CAT and UGC-NET in previous years. By mandating redundant secondary internet links and specified processor configurations, AICTE is attempting to pre-empt the technical fragilities that CBT mode introduces compared to a sealed paper envelope.

Structural Inequality in the Testing Landscape

The shift to CBT, while framed as a security measure, carries an unspoken sociological cost. India's digital divide remains stark: per National Family Health Survey data, rural-urban gaps in digital access persist, and not every district has reliable electricity or broadband — precisely the infrastructure AICTE is now auditing. If STCs cluster in government engineering colleges, they will exist predominantly in semi-urban and urban centres, potentially forcing aspirants from remote blocks to travel further. The principle of equality of access under Article 14 of the Constitution demands that the mode of examination must not become, in itself, a barrier to merit.

The data collection deadline of September 15 and the AICTE's instruction to treat the matter as highly critical suggest the government is working against a tight operational calendar. Whether the resulting STC network delivers genuine security — or simply relocates the vulnerability from paper logistics to digital infrastructure — will determine whether this reform earns public trust after the NEET-UG 2026 crisis.
