Unlike state‑run utilities, CGS are integrated into the national transmission system and supply electricity across state boundaries, forming the backbone of India’s base‑load capacity and providing the frequency and voltage stability required for a grid that now exceeds 470 GW of installed generation. The 4,760 MW Vindhyachal Thermal Power Station in Madhya Pradesh, commissioned in three phases between 2005 and 2015, remains the single largest CGS in the country.
Historical Evolution
The institutional seed for CGS was sown by the Electricity (Supply) Act 1948, which created the Central Electricity Board to coordinate generation and transmission in a fragmented post‑independence landscape. In 1958, the Act was amended to replace the Board with the Central Electricity Authority (CEA), granting it the mandate to plan and develop “central stations” that could serve multiple states. The first such plant, the 100 MW Rourkela Thermal Power Station, began commercial operation in 1960 under the aegis of the CEA, marking the start of a centrally managed generation fleet.
During the 1970s and 1980s, the central government accelerated coal‑based capacity through the establishment of the National Thermal Power Corporation (NTPC) in 1975, which quickly became the principal builder of CGS. By the turn of the millennium, the portfolio had expanded to include large hydroelectric projects such as the 2,400 MW Srisailam Dam (operated by NTPC Hydro) and the 2,000 MW Koyna‑Khadakwasla complex, reflecting a diversification beyond coal while retaining central ownership.
Statutory Basis
The Electricity Act 2003 codifies the concept of CGS in Section 2(1)(c), defining a “central generating station” as any generating plant owned by the Union Government or a public‑sector undertaking under its control. Section 5(1) expressly empowers the Union to “set up, own, and operate” such stations, while Section 7 prescribes a licensing regime that exempts CGS from the generation licence required of private developers, streamlining their expansion. The Central Electricity Regulatory Commission (CERC), created under Section 70 of the same Act, regulates inter‑state tariffs for CGS output, applying a cost‑plus methodology that balances financial viability with consumer protection.
Complementary legislation includes the Power (Transmission) Act 2005, which mandates that electricity generated by CGS be dispatched through the National Grid managed by the Power System Operation Corporation (POSOCO). The CEA, still operational under the 2003 Act, prepares the Integrated Energy Plan (IEP) every five years, forecasting demand and recommending the optimal mix of CGS capacity to meet national targets.
Structure and Dispatch
Operationally, CGS are organized as vertically integrated units: the generating entity produces electricity, sells it to the Power Grid Corporation of India Limited (PGCIL) under long‑term Power Purchase Agreements (PPAs), and the power is then injected into the 765 kV and 400 kV transmission corridors overseen by POSOCO. Dispatch is centrally coordinated through the “
