The Department of Space is a government agency responsible for India's space program. It oversees space research and development, with the Indian Space Research Organisation being a key component. It launched Chandrayaan-1, India's first lunar mission.

The Department of Space (DoS) is the Indian government ministry that formulates policy, allocates resources, and provides strategic oversight for the nation’s civilian space programme. Unique among Indian ministries, the DoS reports directly to the Prime Minister’s Office and is headed by the Chairman of the Indian Space Research Organisation (ISRO), a dual role that consolidates technical expertise with political authority. Its remit spans satellite launch services, planetary exploration, navigation systems, and the development of indigenous launch vehicles, making it the central engine of India’s rapidly expanding presence in low‑Earth orbit and beyond. ## Origins and Historical Background The DoS was created on 1 September 1972 by a presidential order under the Ministry of Science and Technology, responding to the need for a coordinated national effort after the successful launch of the Soviet Luna 2 and the United States Apollo 11 missions. In 1999 the department was transferred to the direct charge of the Prime Minister, a move intended to streamline decision‑making and elevate space policy to the highest level of government. The legal framework for its principal executing agency, ISRO, is the Indian Space Research Organisation Act of 1984, which designates ISRO as an autonomous body under the administrative control of the DoS. ## Institutional Mechanism The DoS operates through a hierarchy that begins with the Chairman‑Secretary, currently Dr S. Somanath (appointed January 2022), who chairs the Space Commission and reports to the Prime Minister. Beneath the Chairman are four major divisions: Space Science, Space Technology, Space Applications, and Programme Management. The Space Science division funds research in astrophysics, planetary science, and micro‑gravity experiments, while Space Technology oversees the development of launch vehicles such as the Polar Satellite Launch Vehicle (PSLV) and the Geosynchronous Satellite Launch Vehicle Mk III (GSLV‑Mk III). Annual budget allocations have risen from ₹2 billion in 1990‑91 to ₹13 949 crore (≈ US$1.6 billion) for FY 2023‑24, reflecting the department’s expanding portfolio. ## India’s Journey in Space DoS‑guided milestones began with the launch of Aryabhata on 19 April 1975, India’s first indigenous satellite, aboard a Soviet Kosmos‑3M rocket. The department’s first home‑grown launch vehicle, the SLV‑3, placed Rohini RS‑1 into orbit on 18 July 1980, a date now commemorated as “Space Day.” Subsequent achievements include the 2008 Chandrayaan‑1 lunar orbiter, which confirmed the presence of water‑bearing minerals on the Moon, and the 2013 Mars Orbiter Mission (Mangalyaan), which reached Mars on 24 September 2014 at a cost of US$74 million—still the cheapest interplanetary mission to date. Each mission has been accompanied by the deployment of navigation satellites for the Indian Regional Navigation Satellite System (IRNSS), now operating as NAVIC with 7 operational satellites as of 2023. ## Current Status and Implementation In FY 2023‑24 the DoS is executing three flagship programmes: (1) Gaganyaan, which includes the development of a crew module, a service module, and a human‑rated launch vehicle; (2) the Small Satellite Launch Vehicle (SSLV), designed to deliver payloads of up to 500 kg to low‑Earth orbit at a cost of roughly ₹30 crore per launch; and (3) NAVIC‑II, a second generation constellation of eight satellites intended to provide global coverage by 2027. Commercially, ISRO’s launch services have attracted over 150 foreign customers since 2015, generating export revenues of ₹2 500 crore in 2022. International collaborations include joint missions with NASA (the 2020 Lunar Reconnaissance Orbiter‑ISRO partnership) and ESA (the 2021 Mars‑ISRO‑ESA joint study), underscoring the DoS’s role as a diplomatic conduit as well as a scientific one. ## Significance The Department of Space anchors India’s strategic autonomy in satellite navigation, Earth observation, and launch capability, reducing reliance on foreign providers for critical services.
