Indian Council of Agricultural Research (ICAR) is the apex body for coordinating, guiding and managing agricultural research and education in India. Established in 1929 as the Imperial Council of Agricultural Research, it now operates as an autonomous statutory institution under the Ministry of Agriculture & Farmers’ Welfare, overseeing a network of 101 research institutes, seven central institutes—including the Indian Agricultural Research Institute (IARI)—and thirty agricultural universities. ICAR’s mandate spans the entire agri‑food value chain, from crop genetics to post‑harvest technology, positioning it as the principal engine behind India’s food‑security achievements and its ongoing climate‑resilience agenda.
Origins and Evolution
The Imperial Council of Agricultural Research was created on 16 February 1929 by the British Government of India to centralise fragmented colonial experiments on soil, pest control and seed improvement. After independence, the council was renamed the Indian Council of Agricultural Research on 1 January 1948 and placed under the newly formed Ministry of Food and Agriculture, reflecting a shift from colonial oversight to national development. ICAR’s early decades were marked by the Green Revolution of the 1960s‑70s, during which it facilitated the release of high‑yielding wheat (e.g., ‘Lerma’ and ‘Kalyan’) and rice (IR8) varieties that lifted cereal production from 70 million tonnes in 1965 to over 120 million tonnes by 1980. The council’s budget for the 2022‑23 fiscal year stood at ₹12,000 crore (≈ US$1.5 billion), of which roughly 70 % is allocated to research grants, 20 % to education and extension, and the remainder to infrastructure and international collaboration. The research network comprises 101 ICAR institutes spread across 20 states, staffed by more than 2,000 scientists and supported by 30 state agricultural universities that deliver undergraduate to doctoral programmes in agronomy, horticulture, animal husbandry and fisheries. Funding is channelled through competitive project calls, such as the All India Coordinated Research Projects (AICRPs), which in 2023 supported 38 crop‑specific programmes covering staples, pulses, oilseeds and millets.
Core Programs and Impact
AICRPs operate as multi‑institutional consortia that develop and disseminate technologies; for example, the AICRP on Rice (established 1975) released 45 new varieties between 2000 and 2020, contributing to a 3.2 % annual increase in rice yields that lifted national output to 118 million tonnes in 2022. The National Agricultural Technology Mission (NATM), launched in 2007, channels ₹2,500 crore into precision farming, mechanisation and post‑harvest infrastructure, while the National Agricultural Innovation Fund (NAIF), created in 2020, earmarks ₹2,000 crore for start‑ups and public‑private partnerships in agri‑tech.
