Historical Evolution

The department traces its origins to the “Meteorological Department of India” created by the British Government of India in 1875 under the Indian Meteorological Department Act (Act VIII of 1875). Initially tasked with providing basic climatological data for the colonial administration, it expanded its remit after the 1900s to include monsoon prediction, a critical concern for agrarian economies. Following independence, the department was renamed the Indian Meteorological Department on 1 January 1950, and its headquarters were shifted to New Delhi, reflecting a national mandate.

In 2006 the Ministry of Earth Sciences (MoES) was carved out of the Ministry of Science & Technology, and IMD was placed under MoES to foster integrated research on climate, oceans and atmospheric sciences. The same year saw the launch of the Automatic Weather Station (AWS) network, which now comprises over 150 stations delivering real‑time data to the central forecasting centre. Legislative support was reinforced by the Disaster Management Act 2005, which obliges IMD to issue timely warnings for extreme events, cementing its role in national emergency management.

Organizational Structure and Technical Network

IMD is headed by a Director General, currently Dr V.K. Singh (appointed 2023), who reports directly to the Minister of Earth Sciences. The department is organized into six regional offices—New Delhi, Kolkata, Chennai, Mumbai, Guwahati and Hyderabad—each overseeing a cluster of surface stations, radar sites and satellite‑receiving facilities. The central office maintains the National Centre for Medium‑Range Weather Forecasting (NCMRWF) and the Regional Specialized Meteorological Centre (RSMC) for tropical cyclones over the North Indian Ocean.

The observational infrastructure includes more than 600 surface weather stations, 150 automatic weather stations, 12 Doppler weather radars, and two satellite‑receiving stations at Hyderabad and Thiruvananthapuram. IMD also operates the Indian Ocean Satellite (INSAT) data processing centre, which ingests imagery from geostationary satellites such as INSAT‑3D and the Indian Regional Navigation Satellite System (IRNSS) for high‑resolution forecasting. Data are disseminated through the India Meteorological Service (IMS) portal, mobile apps, and a network of 2,500 scientists, technicians and support staff.

Core Functions and Services

The department’s primary function is to produce daily weather forecasts for the next three days, extended outlooks up to 15 days, and seasonal monsoon predictions that influence the allocation of water resources for over 60 percent of India’s cultivated area. IMD issues specialized bulletins for aviation (Aeronautical Meteorological Reports), marine navigation (Marine Weather Forecasts), and agriculture (Agro‑Meteorological Advisories), each calibrated to sector‑specific thresholds such as visibility, wind shear and soil moisture.

Beyond routine forecasting, IMD conducts climate research, publishing the “India Climate Change Report” biennially, which tracks trends in temperature, precipitation and extreme events. The department also contributes to the World Meteorological Organization (WMO) as a member since 1950, providing data to the Global Climate Observing System and participating in the WMO’s Global Atmosphere Watch programme. Its climate services have been instrumental in shaping national policies on renewable energy integration and water‑resource planning.

Role in Disaster Management and Climate Resilience

IMD’s Cyclone Warning Centre (CWC), established in 1995 at the Kolkata regional office, monitors tropical cyclones over the Bay of Bengal and the Arabian Sea, issuing five‑stage warnings—from “Cyclone Advisory” to “Super Cyclonic Storm” alerts. Since the 1999 Odisha super‑cyclone, the CWC has reduced cyclone‑related fatalities by more than 70 percent, as evidenced by the 2020 Cyclone Amphan response, where early warnings enabled the evacuation of over 2 million people.

Heat‑wave warnings, flood alerts and drought forecasts are now integral to the department’s disaster‑risk framework, mandated by the National Disaster Management Authority (NDMA). In May 2023, IMD issued a yellow heat‑wave alert for 12 states, prompting pre‑emptive measures that averted an estimated 1,500 heat‑related deaths, according to the Ministry of Health. The department’s integrated early‑warning system, combining satellite‑derived soil moisture indices with ground observations, underpins the Government’s “Climate‑Smart Agriculture” initiatives, helping farmers adjust sowing dates and irrigation schedules.
