The latest data from the Ministry of Statistics and Programme Implementation's (MoSPI) Annual Survey of Unincorporated Sector Enterprises (ASUSE) conducted in 2025 reveals a significant shift in the informal sector's indebtedness. The number of informal establishments has increased from 7.34 crore in 2023-24 to 7.92 crore in 2025, reflecting a growth of nearly 8 per cent. This rise reflects the steady entry and survival of small economic units. A closer look at these numbers also reveals that the distribution of this growth across sectors largely remains unchanged: 27 per cent in manufacturing, 31 per cent in trade, and 42 per cent in 'services'.
The MoSPI report highlights that the annual interest payable per unincorporated establishment reduced by 16 per cent on average compared to the previous year. This decline in interest payments is a positive indicator for the informal sector, which has been struggling with high debt levels. However, it is essential to note that declining indebtedness in the informal sector does not necessarily indicate economic strength. The sector's vulnerabilities to input cost shocks and the need for measures to enhance its resilience remain significant concerns.
The informal sector's growth and shift in indebtedness have significant implications for employment quality and productivity. The sector's contribution to India's GDP is substantial, and its growth can have a multiplier effect on the overall economy. However, the sector's lack of formalization and limited access to credit and other resources hinder its potential for growth and development.

The informal sector in India is estimated to account for over 80 per cent of the country's employment, with the majority of workers engaged in small-scale enterprises and informal activities. This sector's growth and shift in indebtedness have significant implications for India's economic development and employment landscape.

The government's initiatives for the informal sector, such as the Pradhan Mantri Kaushal Vikas Yojana (PMKVY) and the Deen Dayal Upadhyaya Antyodaya Yojana (DAY-NULM), aim to promote skill development and entrepreneurship among informal sector workers. However, these initiatives need to be more effective in addressing the sector's underlying structural constraints and vulnerabilities.
In conclusion, the shift in indebtedness in the informal sector is a positive development, but it is essential to address the sector's underlying structural constraints and vulnerabilities to ensure its growth and development. The government's initiatives and policies need to be more effective in promoting formalization, access to credit and other resources, and skill development among informal sector workers.
